Palisades Interstate Parkway
Rockland County and Orange County, New York
The Palisades Interstate Parkway was originally developed to preserve the scenic landscapes and
open spaces of the Palisades along the Hudson River and to provide access to recreational and natural
resources to the residents of New York and New Jersey. The project addressed sensitive planning and design
development for construction of a recreational trailway within the current right-of-way of the Palisades
Parkway. The proposed trailway will extend the recreational opportunities and improve access to the resources
of adjacent parklands. It will connect with the existing trailway at the New York/New Jersey state line and
continue up to Bear Mountain Bridge. Heritage Landscapes conducted research and documented the historic
and existing conditions of the Palisades Parkway in Rockland and Orange Counties, New York. The unique
character of the parkway is related to all its physical aspects including the spatial organization, topography,
vegetation, circulation, water features, landscape structures, buildings, and furnishings and objects. Original
plans and early aerial photographs clarified design intent and as-built conditions. An analysis of the historic
integrity of the Palisades Parkway was conducted as a means of understanding change and continuity. Design
guidelines were formulated to provide direction for the trailway design. The trailway planning and design
report incorporated an illustrated history and chronology, and design guidelines. Alternatives for the layout
and detailing of the proposed trailway were studied for compatibility with the Palisades Interstate Parkway.
